El Ministerio de la Producción a través de la Dirección General de Acuicultura pone a disposición de los diferentes usuarios de la Bahía de Sechura y del país en general, el estudio de Línea Base en el que se describen las condiciones actuales bióticas y abióticas del ambiente marino y borde costero de la citada bahía.
La ejecución de dicho estudio fue posible gracias al convenio suscrito entre el Ministerio de la Producción y el Instituto del Mar del Perú (Imarpe), en el que Produce aportó los recursos económicos necesarios para su realización y el Imarpe uso a disposición su capacidad técnica a través del Laboratorio Costero de Paita y sus laboratorios de la sede central en el Callao.
La elaboración del estudio, consideró la ejecución de trabajos de campo, levantándose información sobre poblaciones de recursos bentónicos, diversidad biológica, calidad de agua, características oceanográficas, características bioecológicas y de calidad ambiental de la bahía, entre otros.
El estudio también toma en cuenta gran parte de la información existente sobre estudios ambientales y bioecológicos realizados por el Imarpe y otras instituciones en la zona.
Este esfuerzo realizado por el Ministerio de la Producción tiene por finalidad facilitar el proceso de reordenamiento de la bahía de Sechura para que las asociaciones de pescadores artesanales de la zona puedan acceder a las áreas de repoblamiento en el marco de la R.M. º 204-2006-PRODUCE, que modifica las normas técnicas complementarias para autorizaciones de repoblamiento en áreas acuáticas a cargo de comunidades indígenas o campesinas, así como de organizaciones sociales de pescadores artesanales.
El estudio de Línea Base del ámbito marino de la bahía de Sechura, será colocado próximamente en el portal del Ministerio de la Producción, para que esté a disposición de todos los interesados.

El Ministro de la Producción, Rafael Rey, anunció el impulso del proyecto Estrategia Nacional para el Desarrollo Sostenible de la Acuicultura en el Perú, financiado por las Organización de las Naciones Unidas para la Alimentación y Agricultura (FAO).
Durante 14 meses la FAO mediante asistencia técnica implementará una herramienta de gestión y de lineamientos de política para el desarrollo ordenado del sector acuícola.
Uno de los objetivos del proyecto es elaborar un plan de acción nacional para la aplicación de la estrategia que indique la forma en que puedan participar diferentes entidades y usuarios en el desarrollo nacional de la acuicultura. Para ello está previsto realizar en cada una de las regiones del país una prospectiva acuícola que establezca las bases de desarrollo regional de la actividad.
La FAO aprobó el aporte de 282,000 dólares y el Ministerio de la Producción contribuirá con 40,000 dólares en servicios y personal especializado, siendo el Viceministerio de Pesquería el responsable de proporcionar la infraestructura de apoyo logístico y participar en los talleres del proyecto, además de dar seguimiento al proceso de aprobación gubernamental de la estrategia y el plan de acción nacional de acuicultura y su implementación.

El Viceministro de Pesquería, Alfonso Miranda Eyzaguirre, señaló que el Ministerio de la Producción no ha emitido Decretos Supremos ilegales que violen la Ley 26920.
“Si se está refiriendo a la obligatoriedad de la emisión de la constancia de no adeudo a la Caja de Beneficios del Pescador (CBSSP) como requisito para otorgar la autorización de zarpe, cabe entonces señalar que dicho requisito es exigible a aquellos armadores que fuesen deudores de prestaciones a favor de dicha entidad, circunstancia que no suele darse tratándose de armadores de las embarcaciones de madera mal llamadas “vikingas“, aclaró.
Con respecto a las críticas que señalan que 15 mil pescadores de las embarcaciones de madera están desprotegidos en sus beneficios laborales y sociales, Miranda expresó que “Es de competencia del Sector Trabajo la aplicación de la normativa vigente en materia de seguridad social. Sin embargo, se ha apreciado que existen algunos procedimientos que no son los más adecuados para asegurar el cumplimiento imperativo de las normas vigentes, que permiten que determinados empresarios pesqueros, propietarios de naves de acero y de madera, no acaten dichas normas burlando los derechos de los trabajadores.
El Ministro de la Producción ha dispuesto la elaboración de un proyecto normativo para coadyuvar los esfuerzos que realiza el Sector Trabajo a fin de que todos los empresarios pesqueros cumplan sus obligaciones sociales”.
En referencia a la declaración del secretario general del Sindicato de Pescadores de Chimbote, Juan Yovera, que señala que el Ministerio de la Producción no paga a la Caja de Beneficios y Seguridad Social del Pescador la suma de 6 millones de nuevos soles, a fin de que se cancelen las pensiones de enero, febrero y marzo; el viceministro aclaró que “hay un error de concepto. El Ministerio de la Producción, en el afán de apoyar a que los pescadores jubilados reciban la atención de sus pagos de pensiones, gestionó la dación de una Ley para asegurar el pago de las pensiones de enero, febrero y marzo, pues habíamos recibido información de la Federación de Pescadores del Perú que la Caja de Beneficios (CBSSP) no contaba con los recursos necesarios para atender dichos pagos.
La respectiva norma se publicó en la segunda quincena de febrero y para entonces la CBSSP ya había dispuesto la atención de los meses de enero y febrero. El Ministerio pagó directamente a los pescadores, a través del Banco de la Nación, el mes de marzo. Sin embargo, la Ley señalaba que los S/. 6’300,000 estaban destinados para el pago de los meses de enero, febrero y marzo; por tanto, no podía pagarse los meses que la CBSSP ya había atendido. En consecuencia, lo que quedaba era modificar la norma y redestinar los fondos no utilizados y por tanto no transferidos al Ministerio de la Producción, para el pago de los meses de abril y mayo. La norma se propuso oportunamente, pero el MEF solicitó incluir esta medida en una norma más amplia que permita una solución integral del problema de la CBSSP”.
Agregó que “existen en curso varias medidas de orden judicial que por ahora no permiten avanzar al respecto; sin embargo se sigue evaluando la mejor vía para alcanzar la solución a este problema.
En síntesis, el Ministerio de la Producción no tiene dinero alguno para la atención de los pescadores, como se ha tratado de insinuar maliciosamente, pero está trabajando para resolver el problema de las pensiones de los pescadores jubilados que las distintas administraciones de la Caja ha puesto en peligro”, informó.
